California-based automaker Tesla reached a deal with the government of Shanghai to build a new factory expected to manufacture 500,000 electric vehicles annually within approximately five years. The company said construction will begin in the near future, with start-up expected in about two years. The Shanghai facility would make both EVs and their batteries.
